市長公舎視察
本日9時より市長公舎を荻原議員（西区）と視察致しました。野毛山の高台に立地し、眺望も良く、素晴らしい建物です。今回の24年度予算にて政策局から市長公舎迎賓機能強化にて47,656,000円が計上されており、その実態を確認致しました。
この公舎は、1927(昭和2)年5月に建設されたもので、多くの歴代市長が暮らされてきた歴史ある建造物です。林市長が危機管理含めた市長としての役割をお考えになり、この公舎にお住まいになり、更にこの公舎にて国内外の御来賓に御持て成しをすることを強く言われており、来賓機能の充実を図りたいというものです。外装、玄関、室内壁紙、天井、ペンキ剥がれ、和便器、空調老朽化など、視るモノ全てが迎賓機能を果たすものではありません。この建物を活用するのであれば、予算は仕方ないものだと感じます。特に、昨年12月の第4回定例会にて公舎の市長住居部分のリフォーム予算が可決されており、工事が進行中ですので、その点も含めて考えればしっかりと改修すべきと考えます。が、
論点はあり、神奈川県では、公舎建設予定地を売却する方向で、更に知事住居は公舎ではなく、マンション住まいで、迎賓はホテルなどを利用すると報道されております。維持管理費なども含めると大きな支出であり、横浜市としての考え方をしっかりと市民に示し、理解を得る必要もあると思いますので、この24年予算の政策局審議にてその点も含め確認していきたいと思います。
