その後、市民・文化観光・消防常任委員会の行政視察にて東北に向け出発しました。今回は、29日は平泉町議会、平泉文化遺産センターにて平泉の歴史、世界遺産に関して説明を受け、中尊寺、金色堂、毛越寺と現地も視させて頂きました。初めての訪れた平泉でしたが、世界遺産を肌で感じられ、とても有意義な時間でした。その後、バスにて盛岡まで移動し宿泊。
翌30日はバスにて岩手県を横断し宮古市に向かい、宮古市議会、田老地区「学ぶ防災」に関して勉強させて頂きました。特に、田老地区はこの115年間にて3度の大きな津波が襲来し、多くの教訓の元に防災対策されてきた町です。それぞれが10メートルの高さをもつ第一防潮堤、第二防潮堤、第三防潮堤が海と町の間に存在しており、今回は亡くなられた8割もの人が、この防潮堤を信じ、報道にて得た津波3メートルの数値から、自宅から逃げずに津波にのみ込まれてしまったとの事です。立地的には5分も歩けば高台に逃げる事が出来たので、自助、共助の部分がとても重要であることが分かります。また、6階建てのたろう観光ホテルの社長が、当日6階の部屋から撮影されたマスコミ未公開の映像を見せて下さいました。津波が湾内に入ってきて山にぶつかりとてつもなく高い波しぶきの映像や、軽々とスーパー防潮堤を乗り越え、家などの建物を根こそぎ流していく映像でした。ホテルも3階まで津波が到達し、1、2階は鉄骨のみ残る状態です。水の怖さをあらためて視させて頂きました。

今日31日は八戸市議会にて学生地域貢献表彰制度について説明を受け、2011年2月11日オープンし既に200万人の入館者を数える、八戸ポータルミュージアムを視させて頂きました。地域活性化策を色々と考えながら取り組んでおり、とても感心度の高いミュージアムでした。今夜から、292年の歴史と伝統を誇る八戸の一大イベントの三社祭が開かれるとの事で、神話や伝説、歌舞伎などをモチーフにした27台の山車が沿道を通るとの事です。今回は観る事が出来ませんが、今度ゆっくりと観に来たいと思います。今回も、色々と勉強させて頂きました。今後の横浜市の取り組みの参考にしていきます。
